Q Where does the 'additional minimum hourly amount payable to staff' come from?
A The additional minimum hourly amount payable to staff are those rates published in the guidelines for each level. The amounts are based on 10% of the Children's Services Award (CSA) 2010. As the P&C OSHC Stream rates are not the same for each classification and level as the CSA, the percentage for each employee varies. A schedule translating the relevant rates is includes in the QOSHCEA and can be accessed in the resources section.

Effective from the first full pay period, on or after 1 July 2025, there shall be an increase to the rates in the QOSHCEA schedules based on the Annual Wage Review Decision for the 2025/2026 period. This increase will replace the State Award Increase that would otherwise apply from the 1st September of the same year.
On-costs are the additional costs of employing workers on top of paying wages.
Providers must use the payment on increased wages first. You may only use funding for eligible on-costs once all eligible employees have been paid the minimum rates in the grant guidelines.
The eligible on-costs are:

leave loadings
-
workers’ compensation insurance

payroll tax.
